James Appel
Founder & Principal Advisor
James Appel is a senior financial executive whose career spans federal, state, and local government; mission-driven organizations; private enterprise; and complex operational environments.
His experience includes leadership roles supporting the U.S. Department of Health and Human Services, the National Oceanic and Atmospheric Administration, the State of Maryland, and Cecil County government. Across these settings, he has led financial strategy, audit and compliance, major funding initiatives, budgeting and execution, debt restructuring, team development, and finance transformation.
At Cecil County, he led the restructuring of approximately $240 million in debt, generating roughly $13 million in annual savings. During the federal COVID-19 response, he supported a program management office overseeing approximately $250 billion in supplemental funding. His background also includes leading complex federal audit efforts, building enterprise financial services, modernizing operational systems, and advising senior executives and public officials.
Earlier in his career, he helped build and scale a manufacturing operation that produced thousands of sailboats, giving him a practical operator’s perspective that continues to shape his work today.
James founded Capital Compliance Advisors to provide organizations with the kind of calm, experienced financial leadership that improves decisions, strengthens accountability, and leaves the finance function better than he found it.
